Then a submarine telegraph cable bound Vladivostok to Shanghai and Nagasaki. In 1879 a permanent steamship report was open between Vladivostok and - by Saint Petersburg and Odesa. In 1880 Vladivostok got a civil management and was officially ratified by a city.
