1). The boy who I talked to. Мальчик, с которым я разговаривал. The "boy" is a person, that is why we use "who".

2). This is the dog that I'd like to buy. Это собака, которую я хотел бы купить. The "dog" is not a person, that is why we use "that".

3). Do you know the girl who is standing near the window? Ты знаешь девочку, которая стоит у окна? The "girl" is a person, that is why we use "who".
