a) We use the Present Simple to talk about habits or routines: She always wears boots in winter. Мы используем глагольную форму the Present Simple для описания привычных или повторяющихся действий.

We use the Present Continuous to talk about actions happening now/at the moment: She is wearing a raincoat now. Мы употребляем the Present Continuous для действий, происходящих в момент речи (сейчас/в данный момент).

b) 1. Does it often rain in winter? 2. Where do you live? 3. What are you doing now? 4. She is going to school on foot today. 5. He doesn't swim well.
