Данное время называется Future Perfect Tense. Оно употребляется, когда действие будет точно сделано к какому-то моменту в будущем, как в этом примере с семьёй Поттеров. В случае использования Future Perfect обязательно нужно какое-то указание на время, иначе его использование будет неоправданным.
