In the sentence we discuss two actions happened in the past. One of them has happened prior then the other action. At first Rachel had stolen the painting and after she tried to sell it. We use Past Perfect Tense to describe the prior action in the past. We use Past Indefinite Tense to describe the next action.

Rachel had stolen the painting and was ready to sell it at a fabulous price.
