"Don't phone Liz now," he said. - He told not to phone Liz then.

"May I give you some advice?" he said to the woman. - He asked the woman if he might give her some advice.

We make some changes when we change direct speech into indirect. We change pronounce, tense, structure of the sentence.

The first sentence is in imperative mood. Here we change don't into not to, now into then and said into told.

The second sentence is interrogative. When there is no interrogative word in interrogative sentence (it is a general question) we add if or whether. We change the structure of the sentence (interrogative is changed into affirmative), said to is changed in to asked. Present Indefinite is changed into Past Indefinite.
