I agree that the most interesting kinds of collections are stamps and stickers.

Здесь мы имеем дело с прилагательным в роли определения, оно всегда ставится перед существительным. Такое прилагательное всегда описывает качество/признак предмета/лица.

I'm also surprised that 26% of the children are interested in playing the piano.

В данном предложении прилагательные выступают в роли именной части составного сказуемого (to be interested и to be surprised) и описывают состояния.
