When в придаточном предложении времени:

Союз "when" ("когда") используется во временном придаточном предложении, когда говорим о том, в чем мы уверены - то есть действие обязательно произойдет.

If в условном придаточном предложении:

"If" ("если") используется в условном придаточном предложении, когда мы всего лишь выдвигаем предположение, что что-либо произойдет при выполнении определенных условий - то есть все зависит от случая.

В данном задании мы как раз имеем дело с условными и временными придаточными предложениями.

I'll phone you when I come to St. Petersburg. You'll be tried if you don't stop now. I'll stay with the baby when/if you/they go to the cinema. (по смыслу подходят оба варианта) We'll have dinner together when we come home. They'll go to the club if they are not busy. We can ski when/if it snows. (могут использоваться оба варианта) You can watch television when/if you have time. (возможно использование обоих вариантов) She'll sing for you if you ask her. We shan't go to the skating rink if it is nasty. It will be warmer when the sun appears in the sky.

Также нужно обратить внимание на тот факт, что в придаточном предложении сказуемое стоит в настоящем времени, в отличие от главного предложения, где используется будущее.
