1) If next winter is very cold, we are going to put up bird tables in the yards. We decided this at meeting of the Wildlife Park. Если следующей зимой будет очень холодно, мы поставим столы для птиц во дворах. Мы решили это на собрании парка дикой природы.

Правильным является первый вариант. Конструкция (to be going to) употребляется, когда говорится о принятых решениях по поводу действий в будущем. Present Continuous (are putting) употребляется для выражения четко запланированного действия в будущем, когда известно время и место действия.
