(Во втором предложении Present Continuous, так как мы говорим о действии во время разговора, в третьем Present Simple, потому что слово "believe" не используется в Present Continuous, в четвертом тоже Present Simple, потому что мы утверждаем что Ендрю не курит вообще)

7. Take an umbrella. It is raining. It often rains here in autumn. (Во втором предложении мы говорим про то, что на улице сейчас дождь, а значит используем Present Continuous, а в третьем мы утверждаем, что осенью часто идет дождь, для рассказа фактов мы используем Present Simple)
