The wright answer is options А and Г.

It is possible to use both Present Simple and Present Perfect for the Russian word "предсказывают". Present Perfect means that the process of predicting the weather was initiated in the past, but it is continued it in the present. Both sentences are in passive voice. It means that it is not important who makes the forecast. The main focused is made on the forecast itself.
