1. You had better come at once. - Simple Active Infinitive. (После выражений had better and would rather инфинитив употребляется без частицы "to").

Тебе лучше придти сразу.

2. They seem to be working in the library now. - Continuous Active Infinitive.

Кажется, они сейчас работают в библиотеке.

3. This telegram must be sent immediately. - Simple Passive Infinitive. (После модальных глаголов инфинитив употребляется без частицы "to").

Эта телеграмма должна быть отправлена немедленно.

4. Many passengers were known to have been saved. - Perfect Passive Infinitive.

Было известно, что многие пассажиры были спасены.
