When I arrived at school I saw what had happened the night before.

В первом случае используется время past simple, так как есть маркер when; во втором случае используется время past perfect, так как есть маркер the night before.

The fence had blown down in the storm, and a lot of trees had fallen down too.

Мы используем время past perfect, так как описанные события произошли до момента пересказа событий.

Then I discovered the good news.

Используется past simple, так как это действие относится к основному сюжету происходящего, то есть простая последовательность действий в прошлом.

Hone of out teachers had come to school, so we didn't have any lessons! We all went home.

В первом случае использовали past perfect, потому что речь идёт о событиях, важных в тот момент времени, но произошедшие до момента речи. Во втором и третьем случае продолжается повествование в прошлом.
